ਇਤਿਹਾਸ ਦੇ ਪੰਨਿਆਂ ਤੋਂ:
7ਵਾਂ ਪਾਰਟੀ ਕਾਂਗਰਸ 31 ਅਕਤੂਬਰ ਤੋੰ 7 ਨਵੰਬਰ 1964 ਨੂੰ ਕਲਕੱਤਾ ਹੁਣ ਕੋਲਕਾਤਾ ਵਿੱਚ ਹੋਈ ਜਿਸ ਵਿੱਚ ਸੀ.ਪੀ.ਆਈ (ਐਮ) ਦੀ ਸਥਾਪਨਾ ਕੀਤੀ ਗਈ ਅਤੇ ਇੱਕ ਨਵਾਂ ਪ੍ਰੋਗਰਾਮ ਅਪਣਾਇਆ ਗਿਆ, ਜਿਸ ਵਿੱਚ ਭਾਰਤੀ ਰਾਜ ਨੂੰ ਬੁਰਜੁਆ ਅਤੇ ਜ਼ਮੀਦਾਰਾਂ ਵੱਲੋਂ ਚਲਾਇਆ ਜਾਣ ਵਾਲਾ ਇਕ ਸਾਧਨ ਦੱਸਿਆ ਗਿਆ, ਜਿਸਦੀ ਅਗਵਾਈ ਵੱਡੀ ਬੁਰਜੁਆਜੀ ਕਰਦੀ ਹੈ, ਜੋ ਵਿਦੇਸ਼ੀ ਫਾਇਨੈਂਸ ਕੈਪਿਟਲ ਨਾਲ ਵੱਧ ਸਹਿਯੋਗ ਵਿੱਚ ਹਨ।
ਪਾਰਟੀ ਕਾਂਗਰਸ ਨੇ ਮਜ਼ਦੂਰ ਵਰਗ ਦੀ ਅਗਵਾਈ ਹੇਠ ਜਮਹੂਰੀ ਇਨਕਲਾਬ ਦੀ ਮੰਗ ਕੀਤੀ, ਜੋ ਮਜ਼ਦੂਰ-ਕਿਸਾਨ ਸਹਿਯੋਗ ‘ਤੇ ਆਧਾਰਿਤ ਸੀ।
7ਵੀਂ ਪਾਰਟੀ ਕਾਂਗਰਸ ਨੇ 31 ਮੈਂਬਰਾਂ ਵਾਲੀ ਕੇਂਦਰੀ ਕਮੇਟੀ ਅਤੇ 9 ਮੈਂਬਰਾਂ ਵਾਲੇ ਪੋਲਿਟ ਬਿਊਰੋ ਦੀ ਚੋਣ ਕੀਤੀ।
ਕਮਰੇਡ ਪੀ. ਸੁੰਦਰਿਆ ਨੂੰ ਜਨਰਲ ਸੈਕਰਟਰੀ ਵਜੋਂ ਚੁਣਿਆ ਗਿਆ।

From The Pages of History: 7th Party Congress, 1964 C.P.I(M )was formed and a new Programme was adopted characterizing the Indian state as an organ of rule by the bourgeoisie and landlords, led by the big bourgeoisie which increasingly collaborates with foreign finance capital. The Party Congress called for a People’s Democratic Revolution led by the working class, based on a worker-peasant alliance. The 7th Congress elected a 31-member Central Committee and a nine-member Polit Bureau. Comrade P. Sundarayya was elected as the General Secretary.
